Iskra — third-party notices for HEIC image support

Iskra uses heic-to 1.5.2 by Hopper Gee to convert HEIC/HEIF images locally.
heic-to and its use are covered by the GNU Lesser General Public License,
version 3 or, at your option, any later version. It is provided without
warranty; see the accompanying license for the full terms.

The upstream source includes the JavaScript wrapper, worker, generated
decoder, build scripts, and instructions for rebuilding the decoder.
Iskra uses the upstream CSP build; it is bundled and minified for delivery.
